How to Request an Apostille or Certification of Documents in Hawaii?
There are two types of public documents that need to be documented: Apostilles and Certifications. There is only a minute difference between the two. Apostilles are required in countries that participate in the Hague Convention, while Certifications are mandatory in countries that are not included in the Convention. Apostilles take about two weeks to complete, while Certifications take about four weeks to complete.
Note: If you are requesting an Apostille on a Birth, Marriage, or Death Certificate you will be ordering your Apostille directly from the Hawaii State Department of Health. Please refer to their
website for further information.
There are six (6) steps to request for an Apostille or Certification of Documents:
#1. Fill Out an Application for Apostille or Certification of Documents
Fill and sign The Application for Apostille or Certification of Documents with your information and the purpose of the document as well as the country it is intended for. Note: Please use a paper clip to attach your application to your documents. Fee: $1.00 per document via money order or cashier’s check. No personal checks.
#2 Make an Appointment to Have Your Document(s) Notarized
To have your documents notarized, contact a mobile notary public in the State of Hawaii to have your documents notarized in-person, or via remote online notarization (RON). Make sure you have a valid photo ID with you and the documents prepared to sign in front of the notary. #3 Get the Notary Signature & Commission Authenticated by The Circuit Court
After the documents have been signed and notarized, the signature and commission of the notary public must be verified and authenticated by the local Circuit Court. The court clerk will review their database to make sure it matches the notary commission and signature in order for the court to authenticate the document(s). Once the document(s) have been authenticated and returned to you, they are ready to be mailed in along with your application to the Office of the Lieutenant Governor. Fee: $3.00 per document.
#4. Prepare Two (2) Pre-Paid Envelopes to Mail Your Document(s)
The First envelope is going to be the envelope you will be sending all of your documents in along with your application to the Office of the Lieutenant Governor. Note: The USPS Priority Mail Flat Rate Envelopes are perfect for this.
The Second envelope is going to be used as the return envelope to mail back the documents to you with the Apostille or Certification. You’re going to want to fold and include this second envelope inside of your first envelope. Make sure to prepare this envelope by writing in your return address on the label, and add pre-paid postage stamps on the envelope for return mailing to your address. The turnaround time for the Apostille or Certification to be issued is about two (2) weeks.
Fee: $8.95 USPS Flat Rate.
#5 Get a Money Order or Cashier’s Check for $1.00, per Document
The fee to process your Apostille or Certification is $1.00 per document. You may find a money order at USPS or 7-Eleven. Make the money order or cashier’s check payable to the Office of the Lieutenant Governor. Note: No personal checks are accepted. Fee: $1.50 per Money Order.
#6. Mail Your Documents and Application
Now that you have completed your application, got your documents notarized by a mobile notary public, authenticated by the circuit court, prepared your envelopes, and got your money order or cashier’s check, you are ready to mail in your documents!

Congratulations! Your documents are complete and ready to be mailed out! If you are getting an Apostille, the turnaround time is about two weeks. If you are getting a Certification of Documents, the turnaround time is about four weeks.
How to request Certifications of Documents?
Certifications are needed in those countries that are not included in the Hague Convention. The process for Certifications is the same as those for the Apostille.
The only difference in the process of getting Certification of Documents is that after verification from the Office of the Lieutenant Governor, the documents are sent to the U.S. Department of State, Washington DC. before they are returned to you via mail.
